Capita Public Service is seeking an HR & Payroll Services Functional Lead to spearhead the design and implementation of HR and payroll operations for a major client transformation programme. This leadership role is central to shaping Capita’s future-facing service model, ensuring seamless alignment between business needs, user experience, and ERP capabilities. Working closely with stakeholders and technical partners, you will lead workshops, define service blueprints, and drive the transition to high-performing shared service operations. The ideal candidate will bring deep expertise in HR and payroll service delivery, strong understanding of large-scale implementations, and the ability to manage complex, multi-party environments. This fully remote role offers an exciting opportunity to influence strategic outcomes, lead innovation, and deliver exceptional value across Capita’s evolving service landscape.

Requirements

1. Proven leadership experience in HR and payroll shared service environments.
2. Expertise in HR & Payroll service design and operating model development.
3. Strong understanding of phased service transitions and implementation programmes.
4. Familiarity with Government Digital Service (GDS) methodology.
5. Ability to align service designs with technical ERP capabilities.
6. Skilled in stakeholder management, workshops, and iterative design processes.
7. Experience in service transition planning, testing, and post-go-live support.
8. (Desirable) Experience with Oracle Fusion ERP and UX-based service design.
9. (Desirable) Knowledge of WCAG 2.2 Accessibility standards.
